LOL, I don't know if you have it. I use Paint Shop Pro and there it is under "Effects > Artistic Effects > Colored Foil...". There are slider bars and a base color to choose all of which alter the final effect. I like to play with the artistic effects to see what happens, but don't often go with results this dramatic.
